Transnational mobility under the ESF in Galicia

1. Brief description of programme

The Dirección General de Juventud y Voluntariado of Xunta de Galicia in 2015 has implemented a mobility programme for young people in the framewrok of the National System of Youth Guarantee. Mobility projects are intended to help young people in completing their professional training and to improve their inclusion in the labour market by supporting the improvement of knowledge, skills and professional and personal skills as well as their socio-linguistic and communicative skills.

As part of the mobility projects, young people carried out an internship in enterprises in European countries for two to three months.

 The programme foreseen called for applications in three types of ways:

  1. Youth submitting their own mobility projects.

  2. Non-profit entities permanently established or located in Galicia, submitting and managing mobility projects for young people.

  3. Municipalities or groups of municipalities in Galicia submitting and managing mobility projects for young people.

A separate budget was allocated to each of the three lines of action. Funds could be transferred from one line to another if the projects presented were not enough to complete the available budget for each line.

The total programme budget in 2015 was € 1,081,081.00. The programme is 92.5% co-financed by the European Initiative for Youth Employment and the European Social Fund.

The eligible amount for each project depended on the country of implementation of the internships for participants, based on the economic figures outlined in the regional programme call. Support for travel expenses as well as for accommodation and subsistence for participants was granted. Also, in the case of projects submitted by non profit entities and municipalities or groups of municipalities, support for the organisation and implementation of the mobility project, including sociolinguistic support and special needs if needed and requested, was provided.

2. Target group

Young people registered in any city council of Galicia between 18 and 24 years for individual projects, and young people between 16 and 24 for projects of non profit entities and municipalities or groups of municipalities. Young people with a disability equal to or greater than 33% had to be between 18 and 29 years old in order to participate in the programme.

The young people as defined above had to be enrolled in the National System of Youth Guarantee and met the following criteria: not having worked in the previous 30 days prior to the time of traineeship; not having received educational services more than 40 hours per month in the last 90 days prior to the mobility period; not having received more than 40 hours of training services per month in the 30 days preceeding the time of the traineeship; and finally not having received any other type of public grant (EU, national or international) with the same aims and objectives in 2015.
