TLN-Mobility supports the launch of the new EU-wide mobility programme "ALMA"
In her State of the Union speech of 15 September 2021, the President of the European Commission Ursula von der Leyen announced a new European mobility programme for young adults not in employment, education or training (NEETs), called ALMA ("Aim, Learn, Master, Achieve"). "ALMA will help these young Europeans to find temporary work experience in another Member State," said von der Leyen.
The programme is based on a proposal developed by TLN Mobility and builds on the long-standing experience of TLN-Mobility members with mobility programs. ALMA will be implemented under the European Social Fund Plus (ESF+) with an estimated budget of €15 million in the first year.
TLN-Mobility supports the launch of ALMA and stands ready to assist anyone interested in the programme with its knowledge and experience. We also welcome any interested member state or region to join our network and participate in our regular exchanges. In case you are interested, please contact TLN-Mobility@bmas.bund.de.
For all ESF+ managing authorities who are interested in ALMA, TLN-mobility will host a technical meeting on 19-20 May in Ljubljana, Slovenia. The meeting will include workshops and presentations on all aspects of the programme. Please contact us if you are interested to attend.
If you are looking for further information on the implementation of ALMA mobility programmes, please consult the ALMA manual of guidance, published by the European Commission. This manual is a very comprehensive and concise document which contains detailed advice on all main aspects of the implementation of ALMA programmes. It is a great source for all managing authorities and other entities who intend to launch their own ALMA programme.
To help project operators to find transnational cooperation partners where they can send their participants, we offer a Partner Search Database.
To facilitate programme implementation, the Commission is currently working on a delegated act for a simplified cost option for the mobility programmes. It has already published a Study.
